Cleveland Inquiry

The Inquiry into the Cleveland Child Sex Abuse scandal was carried out by Elisabeth Butler Sloss. A precis of her report is here. The short conclusion is that two doctors over-valued the anal reflex test for abuse, and over-diagnosed abuse cases. Criticism has been raised that the report was all about procedure and ignored the plight of children who truly had been abused, so that some were returned to their abusers.
